CSS partners use four main models: free, a fixed monthly fee, a percentage of your Shopping spend, or a per-click surcharge. Which one is cheapest depends entirely on your monthly ad spend — not on the headline rate.

The four pricing models, and when each works

Free CSS: the partner registers your Merchant Center under its CSS domain at no charge. You get the auction margin, but no feed management, no bid management and usually limited support. For shops with a healthy feed this is often the best starting point.

Fixed monthly fee: typically €29 to €500, depending on the number of markets and the level of service. Predictable, and increasingly favourable as your Shopping spend grows, because the cost does not scale with it.

Percentage of ad spend: typically 2% to 8% of Shopping spend. Scales with growth — comfortable at low volumes, expensive once spend rises. Check whether the percentage applies to Shopping spend or total Google Ads spend; the difference is substantial.

Per-click fee: a small surcharge on top of your CPC. Transparent per transaction, but hard to budget and hard to compare with the other three models without a baseline click volume.

Worked example: where the break-even sits

Suppose you spend €5,000 per month on Shopping. At 5% you pay the CSS partner €250 per month. At a fixed €149 you pay €149. The fixed fee wins.

At €1,500 monthly Shopping spend it flips: 5% is €75, while the same fixed fee stays at €149. Now the percentage model wins.

The break-even sits at the spend level where percentage × ad spend equals the fixed rate. Calculate it once with your own numbers before comparing quotes — it makes half the offers immediately irrelevant.

Hidden costs to watch for

Setup fees: one-off amounts between €0 and €500 exist, usually with partners that also build your feed. Ask explicitly whether this is invoiced separately.

Cost per extra market or feed: many rates cover a single market. A five-country European rollout can multiply the monthly fee fivefold with one partner and change nothing with another.

Notice period and contract term: an annual contract with three months' notice is a real cost if the relationship disappoints. Weigh it at least as heavily as the rate itself.

Feed management as a separate product: if the CSS fee only covers registration and optimisation is billed separately, you are comparing two different services. Always split those layers.

  1. Measure your Shopping spend Take the last three months of Shopping spend per market from Google Ads. Use the average, not the peak month.
  2. Convert every offer to euros per month Translate percentages and click fees into a single monthly figure at your volume. Only then are quotes comparable.
  3. Add the service layer Feed management, extra markets and support you would otherwise buy separately belong in the cost of that offer.
  4. Put the saving next to it Compare the monthly cost with the auction margin freed up at your spend level. If nothing remains net, a free CSS is the better choice.
